It might tell the right time twice a day, but you're never in a position to know when those times are, since it's stopped. Unless you have a working clock that you can compare it to. But of course, if you have a working clock you would just get rid of the stopped one. I don't see anything positive in a stopped clock. It is unable to perform its only function.
